The story mode of the game covers significant arcs from the Naruto series, including emotional narratives from various character perspectives, but many players find it lacking depth and coherence. While the inclusion of animated cutscenes enhances the experience, the overall story is criticized for being short, repetitive, and lacking the engaging free-roam elements of previous titles. Fans of the Naruto franchise may appreciate the character roster and some story elements, but those seeking a robust single-player experience may be disappointed.
“The story mode covers content that ranges from the beginning to the 5 Kage Summit and Naruto's training with Killer Bee, so if you're not caught up to this point yet in Shippuden, this game may spoil some things for you.”
“The story mode is interesting as it takes you through the perspectives of different characters.”
“With every story you work through in story mode, there are animations that either come before or after the story is finished, which adds a nice touch.”

The gameplay is reminiscent of previous Naruto titles, particularly Storm 2, featuring familiar mechanics like chakra usage and a battle system that remains largely unchanged. While the addition of new characters and mechanics offers some depth, players have noted issues with the substitution bar system, which can feel restrictive and inconsistent. Overall, the gameplay is accessible and visually appealing, but it may lack the innovation some players were hoping for.

“Let's start with the gameplay: it is exactly like Storm 2, except there are these horrifying substitution bars where you only get four substitutions, and the refill time is absolutely random. First, the bars refill fast, then slow.”
“Gameplay: the battle system really hasn't changed from the past couple of games.”
